The entire population of Gaza could be relocated, and the United States may take control of the Palestinian territory under a plan reportedly being considered by the Trump administration, the Washington Post reported Sunday.

The plan envisions transforming the war-ravaged enclave left in ruins after Israel’s 2023 conflict triggered by the Hamas attack into a U.S. administered trusteeship for at least ten years.

Modeled on former President Donald Trump’s vision of turning Gaza into the “Riviera of the Middle East,” the initiative aims to convert Palestinian lands, which are part of their claim for a future state, into a tourism and high-tech hub.

The Post reviewed a 38-page prospectus detailing the proposal.

It calls for the temporary relocation of Gaza’s two million residents, either through “voluntary” moves to other countries or into restricted, secured zones within the enclave during reconstruction.

Gaza landowners would receive a digital token from the trust in exchange for development rights to their property.

These tokens could be used to start anew elsewhere or later redeemed for an apartment in one of six to eight “AI-powered smart cities” planned for Gaza.

The Post cited sources familiar with the trust’s planning and U.S. administration discussions about postwar Gaza. The State Department did not immediately respond to an AFP request for comment.

Earlier this year, Trump shocked the world by suggesting that the U.S. should take control of Gaza, relocate its population, and build seaside real estate.

Israeli Prime Minister Benjamin Netanyahu welcomed the proposal, which has drawn strong criticism from numerous European and Arab countries.

Trump chaired a meeting last week on postwar plans for Gaza but the White House did not release a read-out afterward or announce any decisions.

The body that would administer Gaza under the plan now being considered would be called the Gaza Reconstitution, Economic Acceleration and Transformation Trust, or GREAT Trust, said the Post.

The Post said the proposal was developed by some of the same Israelis who created the US and Israeli-backed Gaza Humanitarian Foundation distributing food inside the enclave amid much criticism from aid groups and the United Nations.

On July 22, the UN rights office said Israeli forces had killed more than 1,000 Palestinians trying to get food aid in Gaza since the GHF started operations, nearly three-quarters of them in the vicinity of GHF sites.

Chinese President Xi Jinping criticised on Monday “bullying behaviour” in the world order as he gathered regional leaders for a summit.

He called on the leaders — including Prime Minister Shehbaz Sharif, Russia’s Vladimir Putin and India’s Narendra Modi — to “adhere to fairness and justice… oppose Cold War mentality, camp confrontation, and bullying behaviour”, in a speech in the northern city of Tianjin.

The Shanghai Cooperation Organisation, which is gathering for a two-day summit, comprises China, Pakistan, India, Russia, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Belarus — with 16 more countries affiliated as observers or “dialogue partners”.

China and Russia have sometimes touted the SCO as an alternative to the NATO military alliance.

“The current international situation is becoming chaotic and intertwined,” Xi told the leaders.

“The security and development tasks facing member states have become even more challenging,” he added.

“Looking back, despite tumultuous times, we have achieved success by practicing the Shanghai spirit,” he said, referring to the name of the group.

“Looking to the future, with the world undergoing turbulence and transformation, we must continue to follow the Shanghai spirit, keep our feet on the ground, forge ahead, and better perform the functions of the organisation.”

Xi said China will work with all parties in the SCO to take the regional security forum to a new level, as he unveiled his ambition for a new global security order that poses a challenge to the United States.

The SCO has set a model for a new type of international relations, Xi said in opening remarks at the summit, adding that the forum unequivocally opposed external interference.

Xi spoke also about constructive participation in international affairs, opposing hegemonism and power politics, as well as promoting multilateralism in his remarks.

The security-focused bloc, which began as a group of six Eurasian nations, has expanded to 10 permanent members and 16 dialogue and observer countries in recent years.

United Nations Secretary-General Antonio Guterres said China played a “fundamental” role in upholding global multilateralism on Sunday.

Analysts say China will use this year’s largest-ever summit to demonstrate an alternative vision of global governance to the American-led international order at a time of erratic policymaking, a U.S. retreat from multilateral organisations and geopolitical flux.

Beijing has also used the summit as an opportunity to mend ties with New Delhi.

Modi, who is in China on his first visit in seven years, and Xi both agreed on Sunday their countries are development partners, not rivals, and discussed ways to improve trade ties amid the global tariff uncertainty.

Ukrainian President Volodymyr Zelensky said early Monday that a suspect had been arrested in the shooting of former speaker of parliament Andriy Parubiy, and had given an initial statement to investigators.

A statement from the country’s interior minister suggested that Saturday’s killing had been carefully planned, supporting Zelensky’s remarks on Saturday when he said the shooting had been a deliberate plot.

Parubiy, a leading figure in the country’s pro-European protest movements of 2004 and 2014, was shot dead in the western city of Lviv.

Zelensky said Internal Affairs Minister Igor Klymenko and security service chief Vasyl Maliuk had informed him of the arrest.

“I thank our law enforcement officers for their prompt and coordinated work,” he said.

In a subsequent post, after having spoken to chief prosecutor Ruslan Kravchenko, he added: “The suspect has given an initial testimony.

“Urgent investigative actions are currently underway to establish all the circumstances of this murder.”

Klymenko, posting on Telegram, said dozens of police officers and security officers had been involved in the operation to arrest the suspect, apprehended in the Khmelnytsky region of western Ukraine.

“There will not be many details now,” he added.

“I will only say that the crime was carefully prepared: the schedule of the deceased´s movements was studied, the route was laid, and an escape plan was thought out.”

Wanted by Russia 

In the wake of Saturday´s shooting, Ukraine´s public broadcaster Suspilne cited anonymous sources saying the shooter had been dressed as a delivery rider and was on an electric bike.

Zelensky had said the shooting was a deliberate plot and had been carefully planned.

Some tributes from Ukrainian officials to Parubiy, who was still a member of parliament, hinted at suspicions of Russian involvement.

Since Russia´s invasion of Ukraine began in 2022, both sides have accused each other of assassinations of key political and military figures.

Russian state media said Parubiy has been wanted by Russian authorities since 2023.

Educated as a historian, Parubiy had campaigned for Ukraine´s independence from the Soviet Union as a young man.

He was also a major supporter of the use of the Ukrainian language over Russian — a highly politicised issue.

During the Maidan protests of 2014, he was a “commander” of opposition self-defence forces.

That same year, Ukrainian media said that he survived an assassination attempt by a grenade.

After the ousting of then then-Ukrainian leader Viktor Yanukovych, who fled to Russia, Parubiy served on the National Security and Defence Council for several months.
